Ambikapur. Khabari Gullak. December 17, 2025.**
Senior councilor of Ambikapur Municipal Corporation, Alok Dubey, has submitted a written complaint to the Chief Conservator of Forests (CCF), Surguja Circle. The complaint levels serious allegations against Forest Guard Shameem Shah s/o Ali Mohammad, resident of Sonpur Kalan, Ranpur Khurd. In a letter dated May 12, 2020, Dubey claims that Shameem Shah used his younger brother Naseem Shah's educational certificates to secure a job in the Forest Department.
Through the letter, Councilor Alok Dubey alleged that on January 3, 2024, Ramzan Ansari s/o Nizamuddin Ansari had filed a written complaint regarding the same issue at the Chief Conservator's office. He has demanded that a criminal case be registered against Shameem Shah and that he be dismissed from service. The complaint also accuses Shameem Shah of promoting illegal encroachments in the Chorcha Kachar Reserved Forest Area (No. 2581) in Ranpur Khurd. The Forest Department has issued encroachment notices to 41 individuals. It is alleged that Shameem Shah instigated villagers to occupy forest land.
The councilor has warned that even if Ramzan Ansari submits an application to withdraw the complaint under pressure, the matter should still be taken cognizance of and a thorough investigation conducted. Following the investigation, Shameem Shah should be removed from his job and an FIR registered at the police station. In the letter, Alok Dubey clearly stated that if the complaint is found to be true, Shameem Shah, who is serving on a fake job, should be dismissed from service and a criminal case recommended against him.
Shameem Shah is currently posted at the Tendu Patta Godown, Sonhat, Koriya District. The Forest Department has not yet responded to this complaint. Shameem Shah could not be contacted in this regard, so his side could not be presented.

Alok Dubey, councillor from Maharyana Pratap Ward No. 6 in Ambikapur Municipal Corporation, has lodged a formal complaint with V. Matheswaran, IFS, Chief Conservator of Forests (CCF) for the Surguja Circle in Ambikapur, Surguja district, Chhattisgarh. In a letter dated May 12, 2020, Dubey accuses Forest Guard/Forest Constable Shameem Shah s/o Ali Mohammad, resident of Sonpur Kalan (Ranpur Khurd) and currently posted at the Tendu Patta Godown in Sonhat, Koriya district, of securing his job through fraudulent means.
Dubey alleges that Shameem Shah submitted educational certificates belonging to his younger brother, Naseem Shah, to obtain employment in the Forest Department. He references a prior written complaint filed on January 3, 2024, by Ramzan Ansari s/o Nizamuddin Ansari at the CCF office (copy attached to the letter). Describing the issue as a serious case of fraud, Dubey demands an investigation, dismissal from service, and registration of a criminal case if the allegations are proven true.
Additional Charges of Encroachment Promotion
The complaint further claims that Shameem Shah instigated villagers to encroach on protected forest land in Chorcha Kachar Forest Protected Area No. 2581 in Ranpur Khurd. The Forest Department has issued encroachment notices to 41 individuals, yet Dubey asserts Shah actively encouraged illegal occupation. Dubey warns that villagers have reported Shameem Shah pressuring Ramzan Ansari to withdraw the original complaint. He urges the CCF to disregard any withdrawal application from Ansari, conduct a full probe based on his current submission, and proceed with dismissal and FIR registration at the police station if guilt is established. No response from the Forest Department has been received yet. This case raises serious questions about integrity and land encroachment within the department.
